Annual Listing of Obligated Projects | FFY2016

The Annual Listing of Obligated Projects (ALOP) includes all projects and actions contained in the Transportation Improvement Program (TIP) for which Federal funds were obligated during the immediately preceding program year. In order to provide opportunity for public participation and transparency in the transportation planning process, the ALOP is available to the public.

ALOP Definitions:

Program Year – The federal fiscal year (FFY) when project obligations are reported. The federal fiscal year is from October 1st to September 30th.

Obligated –Obligation is when federal funds are authorized and committed for the federal share of the project cost. The federal government legally agrees to pay the federal share of the project cost. Although federal funds are obligated, projects may not start or be completed during the program year. Also, the obligation amount may not equal total project costs. For Federal Transit Administration (FTA) projects, obligation occurs when the FTA grant is awarded. For Federal Highway Administration (FHWA) projects, obligation occurs when a project agreement is executed and the State/grantee requests that the funds be obligated.

Released – An obligation is withdrawn from a project this is often due to a decrease in the cost estimate, a project is awarded below the initial authorization at advertisement, or a Federal Highway Administration Financial Integrity Review and Evaluation (FIRE) project level review.
